The client was seeking to hire an expatriate Senior Actuarial Manager to lead and manage its Myanmar actuarial team. Despite shortlisting and interviewing several candidates, the role remained unfilled due to multiple constraints:

- Relocation reluctance caused by the current operating environment in Myanmar
- A limited regional pool of actuarial leaders willing to take on a leadership role in an emerging market
